This paper summarises the criteria that will be used to assess the effectiveness of the NHS Breast Screening Programme. It focuses on criteria that are valid, reliable and feasible to collect either within the screening programme or at regional level, and does not include mortality. The objective of this paper is primarily to list the criteria and standards proposed by various specialist groups and coordinated by the Information and Evaluation Group. The criteria are grouped into four main headings:

1. Indicators of acceptability, that is anxiety, satisfaction, pain, acceptance and coverage.
2. Indicators of screening effectiveness.
3. Indicators of treatment quality.
4. Indicators for programme managers.
